本研究は、ポスト植民地期のアフリカにおいて注目される伝統的権威と近代国家体制の並存と葛藤という課題を、国家と交渉する人々のミクロな視点から探る。具体的には、南部アフリカのナミビア共和国に暮らす牧畜民ヘレロの伝統的権威が代表となり、近年活発化する「祖先の土地」返還論争に注目する。問題を取り巻く様々なアクターの分析を通して、当該社会の網の目を構成する伝統的権威の地位を、植民地期の遺物として捉えるのではなく、人々が社会状況の変化に応じて文化的・社会的に生成する地位として捉えて考察する。2年目は、年度中頃から新型コロナウイルス感染拡大が収まってきたため、本研究が主軸とするフィールドワークの実施がようやく可能となった。感染症対策を十分おこなったうえで、まず本研究課題にかかる予備調査として、コロナ前後での調査地の変化を記録した。次に、「祖先の土地」返還運動を主導する伝統的権威の首長らが埋葬されている墓地で開催された記念式典に参加し、関係者らが「祖先の土地」についてどのように言及するのかを記録した。ナミビアにおいて長期休暇にあたる期間には、帰省者を中心に聞き取りをした。そのなかで、伝統的権威の党派ごとにいるとされる祭司にも話を聞くことができた。加えて、これまで国際共同研究でお世話になってきたケープタウン大学での在外研究が可能となったため、ネットワークをさらに広げながら、伝統的権威についての分析枠組みの検討も同時におこなった。また、アフリカにおける不確実性や偶然性に関する研究会での発表と参加を通して、人々の日常的行為から固定化された単一の制度や秩序をとらえ直す視点について理解を深めた。年度内の研究成果としては、本研究に関連して、国際誌Anthropology Southern Africaに単著の英語論文が掲載された。また、アフリカにおける国家統治と分配に関するコメントも刊行された。
