项目摘要

In Japan, both the government and private enterprise find it necessary to take measures to cope with potential natural disasters. The cabinet office has stated that it is important for enterprises to develop business continuity plans(BCPs) to enable them to continue with important business in the event of a disaster. BCPs are monitored by the Central Disaster Prevention Council and the Ministry of Economy, Trade and Industry, and the Interoperability Technology Association for Information Processing.In the USA, BCP policies are divided into five classes : prevention, emergency response, reopening of important businesses, important business recovery, and complete restoration. Prevention and emergency response correspond roughly to the term crisis control, as used in Japan. As earthquakes represent the greatest natural hazard in Japan, it is necessary to minimize risk and take measures to safeguard structures and secure energy supplies such as electricity, water, and gas in the event of a natural disaster.In this research, we investigate the process of formulating BCPs in Japan and propose the development of safety town districts that have their own secure energy-supply system and can follow through on their BCPs in the event of an earthquake.
