本研究は、アジア地域を中心に展開してきた「学びの共同体」の学校改革グローバル・ネットワークを対象とする調査研究を目的としている。日本、中国、韓国、台湾、インドネシア、ベトナム、タイ、シンガポール、香港などの国・地域は、グローバリゼーションを背景として、学校改革と授業革新が最もドラスティックに展開されている地域である。なかでも、申請者が提唱してきた「学びの共同体」の学校改革は、多くの国で国家政策もしくは準国家政策となり、アジア地域における学校改革の最も大きな推進力の一つになっている。新型コロナ・パンデミックと第４次産業革命のもとでも、この改革はいっそう拡大し、近年はアジア地域を越えたグローバル・ネットワークを形成している。本研究は、この改革における学びのイノベーション、教師の専門家共同体の形成、学校改革の政策について各国の研究者たちとの協同研究を推進し、学校教育の改革モデルを研究することを目的としている。「学びの共同体」を標榜する学校改革は、(a)「21世紀型の学校」を追求する改革であり、(b)新自由主義に対抗する民主主義教育を模索する改革である。その特徴は、(a)質と平等の同時追求、 (b)学習者主体の協同的探究の授業、(c)教科の本質に即した「真正の学び」、 (d)「教える専門家」から「学びの専門家」への教師像の転換にある。ヴィジョンとしては、学校の公共的使命である一人残らず子どもの学ぶ権利を保障すること、すべての教師の専門家として成長を実現することを掲げてきた。その哲学としては（a）公共性の哲学、(b)民主主義の哲学、(c)卓越性の哲学の三つを掲げ、活動システムとして(a)対話的コミュニケーション（聴き合う関係）による協同的学びの創造、(b)授業研究による教師間の同僚性の構築、(c)学校改革への親と市民の参加と協力を提示している。
