项目摘要

本研究の射程は、ときに両立困難な社会全体の望ましさを巡る価値の葛藤を取り上げ、二項対立図式を乗り越えた共通善を目指した合意形成の道筋を探求することにある。本研究は、複数の価値の系が容易には両立しにくい問題として福島の除去土壌県外最終処分問題を題材として取り上げ、複合的な共通善に目を向けた議論を可能とする決定枠組みの要件を解明することを目的とする。R4年度は、“よい議論”の測度として討議の質指標（Discourse Quality Index: DQI）の改善版を作成した。DQIは討議場面の発言ごとに、他者を尊重した発言か、共通善に基づいた発言かなどを、観察者（評定者）がコード化していくもので、よい発言得点が多ければよい議論だと考える。だが、既往のDQIは測度にムラがあり、共通善について単線的にしか扱われていないなどの問題があった。これらの問題を改善し、指標の安定性を確保するため、評定者間の一致度や信頼性を診断するカッパ係数などを参照しながら改善版DQI指標を開発した。この成果はリスク学研究に掲載された。上記のDQIを用い、集団討議実験を行った。参加者に提供する除去土壌を巡る情報に、中間貯蔵施設に土地を提供しているが帰還を切望している人々の声、すなわちマキシミン原理的に最不遇者の声の有無を操作した。その結果、最不遇者情報がない客観的・中立的情報だけでは功利主義的な議論と決定になりやすいこと、マキシミン原理的な決定になるには最不遇者の情報提供が必要であることが示唆された。この成果は、いくつかの学会にて報告し、現在、査読付学術誌に投稿・審査中である。
