This paper describes the characteristics of abusive environments, such as abusive parents and family members, based on a comparison of 132 abused children and a control group of 140 non-abused children. The research was conducted on 923 children(493 boys and 430 girls) who entered and left Child Care Institution, A. which was selected as one of the highest quality care facilities for children in Hokkaido Prefecture, during a period from 1946, the year of the foundation of the Institution, 2003, and their parents a ad other members of their families (923 families). The focus of the research was on the basic attributes of the children and their parents.Next, abused children was examined about the relevancy with findings when it enters to an object with 6 classification of a period and fundamental attribute, and examined about the way of an operation from in a child care institution.Furthermore, a home page of a child care institution of the whole country, by that raises a concrete case t … More o, a reference the effectiveness of a child care institution about it examined.The results were as follows : The most frequent problem related to difficulty in child-raising faced by guardians at the time of admission of children to the institution was absence of a spouse in the home, and the second-most frequent problem was low income. Abuse-related problems cased by guardians were(in order of frequency)indolence-related problems such as child neglect, psychological use, psychological abuse and sexual abuse. Sickness-related problems were(in order of frequency) mental disorders and alcoholic abuse.Mental disorders of biological fathers were more common among biological fathers of abused children. As regards biological fathers employment status, fathers of control group children were more likely to have regular work, while temporary and seasonal work was more common among fathers of abused children Problematic behavior and financial difficulty were more common among biological fathers/stepfathers of abused children than among biological fathers/stepfathers of control group children. Mental disorders of biological mothers were more common among biological mothers of abused children.
