项目摘要

The quantity of solid waste that is finally disposed of through production, consumption and import occupies 1/4 of the whole in material balance domestically in Japan and is approximately 500 megatons per year. In recent years, because of lack of a final disposal site, outbreak of pollution with intermediate treatment of waste disposal and social problems such as illegality abandonment, to secure a waste disposal facility has become an important problem. On account of these circumstances, the solid waste is carried from the area of disposal shortage to the other area of disposal margin of an intermediate treatment facility and a final disposal site by the wide area transportation that used a highway network.To construct the recycle-based society that aimed at utilizing effectively waste as resources among different industries has become an urgent need in order to reduce the quantity of whole solid waste. For the realization of the recycle-based society, it is indispensable to build a new physical distribution system between waste discharge sources such as a consuming place and an industrial area, and waste disposal areas such as a recycling factory and a final disposal site to be dotted with individually over a wide area.From these backgrounds, a concept of physical distribution system that makes use of advantages of ship transportation in order to support the recycle-based society is proposed. And as a practical example of applying the proposal concept, the industrial waste transportation by shipping is evaluated through the calculation of CO2 emissions by conducting mathematical programming model.
日本通过生产、消费和进口最终处置的固体废物量占国内物质平衡总量的1/4,每年约500兆吨。近年来,由于缺乏最终处置场所、垃圾处理中间处理污染爆发以及非法废弃等社会问题,确保垃圾处理设施已成为重要问题。鉴于上述情况,固体废物通过公路网的广域运输,从处置不足的区域运至中间处理设施处置余量的其他区域和最终处置场。构建以各行业之间废物有效利用为资源的循环型社会,已成为减少固体废物总量的迫切需要。为实现循环型社会,必须在消费场所、工业区等废弃物排放源与大范围分散的回收工厂、最终处置场等废弃物处理场所之间建立新的物流系统。在此背景下,提出了利用船舶运输优势支持循环型社会的物流系统概念。作为应用该提案概念的一个实际例子,通过数学规划模型计算二氧化碳排放量来评估工业废物的海运运输。
