目的:本研究は、地域看護学に関連する用語の標準化を目指し、地域看護に関わる学(今回は行政保健師)の活動モデルを開発することを目的とした。方法:地域看護の活動経験を有する研究者9名でブレーンストーミングを重ね、行政保健師活動を説明する用語を集め体系化した。保健師活動の意味を最も説明できると考えられた分類軸として、レベル1:保健師活動の行為目的の大分類、レベル2:行為目的の小分類、レベル3:行為の大分類、レベル4:行為の小分類を選定した。これによって作成した用語体系を、「目的重視型保健師活動モデル(以下活動モデルとする)」とした。次に、この活動モデルの内容妥当性を確認するために、行政保健師7名および地域看護の研究者2名を対象にヒアリングを行った。さらに、活動モデルを英訳し、米国の地域看護の研究者1名にも内容妥当性についてヒアリングを行った。結果:開発した活動モデルは、以下の通りである。レベル1は3次元で構成され、次元I「支援を行うための基盤をつくる」、次元II「個人・家族に直接働きかけて健康を高める」、次元III「地域の環境に働きかけて、個人・家族・集団・地域の健康を高める」である。レベル2として、次元Iは、《支援を行う者としての基本姿勢をまもる》、《支援の質を管理する》から成り、保健師が個人やその家族、および地域住民に働きかける際の理念や態度を示すものである。次元IIは、《主体性を高める》と《個人・家族を危険な状況から護るケア》によって構成され、個人や家族に直接働きかけるケアを示すものである。次元IIIは、《特定の個人・家族の問題に関われるよう地域の力を高める》、《地域レベルの政策・制度の展開により、地域の健康を高める》、《地域の健康を高めるために住民とともに地域の資源の質を高める》から成り、地域の住民・専門職などとともに地域の資源を充実するケアを示すものであった。
