A Study on Community House Applicably Used of Historic Building Administrated by Residents

In this research, the cases with community houses, like town planning bases, applicably used of historic buildings were investigated to clarify the method of managing, the management subject, the usage, the process of conservation and so on. From the analysis of the case with Usuki City of Oita Prefecture, Yame City of Fukuoka Prefecture, Higashikagawa City of Kagawa Prefecture, Ise City of Mie Prefecture and Kakegawa City of Shizuoka Prefecture, it was clarified that public support of subsidy and grant was still a fundamental condition to administrate and operate the facilities. To improve efficiency for management, it is gradually increasing that local governments or owners consign to specified managers in recent years.On the other hand, it was seen that the movement of independence establishment of the community house applicably used of a historic building was rising in severe local financial circumstances. It paid attention to the community house used of an empty historic house built in the early times of Showa in Mimasaka City of Okayama Prefecture, where a group of local residents tried to conserve it independently. Here, it was clarified by the questionnaire survey whether the local people agree and support the activity of the group, who viewed non-profit organization to conserve and operate the house, for an initial stage of conservation.As a result, if it was an activity to be able to emphasize at its own expense for conservation and reuse, it was confirmed to be able to win the support of the public sector easily, and to have the possibility of being easy to relate to public support. The subject of establishment of the community house reused of historic building and of administration and operation of it is shifting surely from the administrators to the residents.
