本研究は、2年間の研究期間が予定されており、初年度の本年度は、津波、集中豪雨、土石流、雪崩の4災害について、自然災害科学の立場から災害予知・検知技術と体制を、情報科学の立場から災害情報の収集・伝達システムを、また、人文・社会科学の立場から災害情報伝達をめぐっての防災機関の意思決定過程、関係組織間の意見調整過程、災害情報の住民の情報受容過程を問題にし、これらの現状と問題点を把握する作業を行った。その作業の一つは、災害多発地域、最近被災を受けた地域での防災関係機関への聞き取り調査である。津波災害に関しては、岩手県宮古市、田老町、大船渡市、三陸町、田野畑村、岩泉町、山田町、釜石市、静岡県伊東市、清水市、兵庫県神戸市、集中豪雨災害は千葉県茂原市、愛知県名古屋市、土石流は岐阜県岐阜市、多治見市、長崎県長崎市、雪崩災害は富山県宇月町など黒部周辺地域および秋田県、山形県の危険地域における聞き取り調査を実施した。また、災害情報への住民の対応を明らかにするため、1989年8月の茂市での水害、同年7月の伊東市近海の海底噴火、および、同年11月の三沖地震の際に出された災害情報(注意報・警報・避難勧告・指示、広報など)への反応調査を、関係市町村の住民に対して行った。さらに、三陸沖地震に関しては、関係自治体がこれへどのように対応してたかを調べた自治体調査も行っている。
