研究計画の中で初年度に当たる本年度は、中央省庁が推進している地域情報化政策の進行状況の把握を主にした研究活動を行った。まず、現地調査を実施することにに先だって、郵政省、自治省の地域情報化担当官から、両省の推進政策について聞き取りを行い、現地調査の目的、対象地、調査項目等の検討討議をした。そして、地域情報化に積極的に取り組んでいる下記の地域で、県、市等の自治体、マス・メディア(新聞社、放送局)、情報化実施主体(第三セクタ-、CATV事業者など)に対するの聞き取り調査を、以下の調査項目で実施した。【調査地域】北海道帯広市、秋田県秋田市・鹿角市、福島県福島市、長野県長野市・松本市、富山県富山市【調査項目】(1)地域情報化政策の取り組み状況・体制(2)地域情報化の目的(3)地域情報化の具体的施策(4)地域情報化推進上の問題点・阻害条件(5)地域情報化に関する当面の課題(6)地域情報化の効果(7)地域情報化の将来展望(8)既存地域メディアの位置づけこの現地調査により、地域情報化の進行速度には地域間格差の大きいこと、地域情報化を促進する上でさまざまな阻害要因があることが明らかにされた。本年度の現地調査により、平成4年度、5年度に計画している自治体調査(郵送法による)と住民調査(面接法による)の課題を明らかにする資料を得ることができた。
