项目摘要

本年度に実施した主な作業は、以下の二つである。1.全国主要火山についての資料の整理。この作業は、火山噴火災害の地域社会に及ぼす影響を明らかにするためのもので、北海道駒ケ岳、十勝岳、浅間山、伊豆大島、三宅島、阿蘇山、雲仙岳、桜島の8火山について、以下の資料を整理した。(1)噴火災害に関する資料:明治期以降の大規模噴火災害に関する資料(公的記録、統計資料、新聞記事など)。(2)地域社会の変動に関する資料:昭和20年以降に大規模噴火が発生した火山の周辺市町村の社会変動に関する統計資料。(3)噴火災害後の複興過程に関する資料(統計資料、自治体史、新聞記事など)。(4)防災対策に関する資料:火山周辺市町村の防災対策(地域防災計画など)や自主防災組織の現状、及びそれらの形成過程の資料。これらに資料については、資料目録を作るとともに、カードによる検策が可能な形式で整理を行った。また、(2)、(3)による統計資料で、火山地帯周辺地域の人口、産業構造、自治体財政、住民生活などの時系列的変化の分折に着手した。2.住民意識調査の実施北海道駒ケ岳、十勝岳周辺の6町で、一般住民を対象に、(1)火山噴火災害の知識、(2)火山活動の観測・予知体制の知識、(3)自治体の防火対制の知識、(5)災害観などを主要調査項目とする住民調査を実施した。また、浅間山、伊豆大島、阿蘇山、桜島などの他の火山周辺の住民を対象とする調査も企画した。これらの作業は、当初3年の計画で始ったものであり、そのため本年度で完了することができなかった。残された作業については、今後早急に完了する予定である。

(2)Data on social changes in the region: Statistics on social changes in the surrounding cities and villages since the outbreak of large-scale volcanic eruptions in Showa 20 years ago (3)Data related to the recovery process after the fire disaster (statistical data, municipal history, news items). (4)Disaster prevention measures: Disaster prevention measures for cities and villages around volcanoes (regional disaster prevention plan), status of autonomous disaster prevention organizations, and data on the formation process of disaster prevention organizations This is the first time that a data directory has been created. (2),(3) Statistical data, analysis of population, industrial structure, local government finance, and time series of residents living in the volcanic region 2. 6 towns around Hokkaido Komatsu and Tokatsu, residents in general,(1) knowledge of volcanic eruptions,(2) knowledge of volcanic activity monitoring and prediction systems,(3) knowledge of fire prevention measures in municipalities,(5) survey of major hazards, and survey of residents. The investigation plan for the residents around the volcanoes of Mount Asamayama, Izu Oshima, Mount Aso, and the island is planned. This year's plan for the first three years has been completed. We will finish our work as soon as possible.
