项目摘要

研究の経過、成果および考察基礎班ではN3小領域の研究進行管理に加えて、シンポジウムの企画、N3小領域総括報告書の企画・編集・刊行、および研究発表会の主催を行った。更に、N3小領域の研究支援システムの開発と、特に今年度はN3小領域3カ球の総括に当たる「都市圏環境計画の考え方」をとりまとめたのである。都市圏環境計画の体系化の考え方21世紀初頭の大都市圏の諸課題に有効に対処していくために求められる都市圏環境計画の体系について検討を行った。この検討の過程で、大都市圏への人口、諸機能の過密集中の中での生態系と人間の物的、社会的環境の相互関係の変化、産業公害から生活都市公害への変質、地球環境問題への認識の深化といった環境問題の様相が変化していること。そうした中で、健全さ、快適さ、美しさといった価値も重視し、環境計画独自の視点のもとに、総合的で、地域性、空間性を備えた環境計画の体系が必要となっていること。さらに、卓越した情報提供機能の重要性、環境へのただ乗りにならない関係者の環境配慮義務の確認や経済的仕組みの必要性、環境計画の基本としての土地利用計画の重要性、法制度の整備の必要性等が明らかになった。これらの検討結果を、(1)都市圏環境計画の理念(必要性、役割、視点、性格)(2)計画体系が有効に機能するための条件(計画の対象、情報提供、環境配慮等の計画内容、空間対象範囲、主体、法制、進行管理システム等)(3)計画系のイメージ(計画の役割に応じた策定主体と内容についての複数の計画構成の具体的イメージ)という内容で、広く論点を整理し、総括研究成果報告書に提示した。
