项目摘要

本研究では,市民生活と関連している電力,水道,都市ガス,電話,の4機能を想定し,主に,宮城県沖地震による震災ケ-スにおけるこれらの機能停止と後旧過程を総合的に予想検討するためのシステム論的な方法論(システム分析モデル)を構築し,このシステム分析モデルを通じて都市サ-ビスシステムの防災性の評価を行った。その具体的成果は,次の2点に要約できる。(1)ライフラインシステムおよび各システムの関連性をシステム論的に分析するためにはネットワ-クの分析手法が必要不可欠となる。本研究ではネットワ-クの規模が大きくなっても取り扱うことができるように深さ方向優先探索法(DFS)とシステムの階層性を組み合わせたサブシステム法を開発した。また,ダイクストラ法に基づくボトルネック法を応用して,システムの階層性がネットワ-クの構造化を支援するための方法を開発した。この方法はネットワ-クシステムの中での各要素の重要度を評価するために使用でき,復旧過程の分析と復旧順位の評価に利用できる。(2)中規模地震で想定される地震シナリオに対して,システムダイナミックモデルを基に,電力,都市ガス,水道,電話の復旧過程を定式化した。この復旧過程モデルにより,どの要素から復旧するか,あるいはどの地域にどのくらいの作業員を配置するかなどの復旧戦略によって,復旧過程や復旧完了期が大きく変わることが示された。被害状況の把握の要因や各パラメ-タの不確定性を組み込んだ確率論的システムダイナミックモデルを構築することにより,より現実的な復旧過程のモデルとすることができる。

This study is aimed at evaluating the disaster prevention performance of city services through the methodology of system analysis and system structure analysis for the integration of the four functions of power, water, city services, telephone, etc., which are related to people's lives, earthquake disasters and post-earthquake processes. The specific results of the two points are as follows: (1)The analysis of the relationship between the various categories of information and the analysis of the relationship between the categories of information is necessary. In this study, we developed a new method called DFS, which is based on the hierarchical structure of the system. The method of hierarchical generation and structural support is developed. This method is used to evaluate the importance of each element in the process of restoration, to analyze the process of restoration, and to evaluate the sequence of restoration. (2)Moderate earthquakes are expected to formalize the restoration process of earthquakes, cities, waterways and telephones. The recovery process is divided into two parts: the recovery process and the recovery completion period. The key factors for determining the damage condition include the uncertainty of each component, the probability theory, the reconstruction process, and the probability theory.
