项目摘要

本年度,当研究班は,理論作業ワ-クショップをつうじて各メンバ-の間題関心および資料・情報ストックの共有化・組織化を進めつつ。中央・地方の各政府(行政)レベルにおける〈高度情報化と行政過程〉の動態および問題状況を点検するためのヒヤリング分析や現地調査を精力的に実施した。とりわけ3回にわたった大都市圏および都市地域・農村地域における広域的現地調査は,高度情報化の進展が行政のシステムとプロセスのうえに及ぼしつつある影響や変容の実態を明らかにするのに大きく寄与した。(1)中央政府・行政レベルについては,ア)「政府・行政ベ-タベ-ス」を中心に,各省庁におけるデ-タベ-ス構築の動き,行政資料等の収集・蓄積・利用・流通の問題点を洗い直し,改善の余地が大きいことを把握するとともに,イ)国の基幹通信システム政策のなかで重要な位置を占めながら従来断片的にしか知られてこなかった「防災行政無線」に焦点を合わせて,その実情と動向を総括的に把握する作業をおこなった。(2)地方政府・行政レベルについても,研究班の全メンバ-が参加した共同現地調査および各メンバ-による個別スポット調査をつうじて,「CATVシステム」をはじめとする各種ニュ-メディアの導入・利用状況や行政における各種情報システムの構築・稼動の実情を精査した。とりわけ,ア)CATVやキャプテン,ファクシミリなどの導入・利用の高度化による自治体と地域・住民との間の情報コミュニケ-ションの流れの変化,地域住民の生活環境の変化,イ)行政過程で重要な役割を演じつつある情報化関連第3セクタ-や関連公益事業者の活動,ウ)複数の行政体を連結する通信ネットワ-クに支えられた新しい窓口処理の仕組みや行政事務共同処理体制の形成,エ)情報システムの導入による財務会計・予算編成・事案決裁などのプロセスの再編成,変容などを検出することができた。
