本年度は,日本の地方独自課税に関する体系的研究を完成させることを目的として4つの作業を進めた。第1に,独自課税の自治体間波及に関するデータ収集(分析課題1)と,独自課税の定着過程(分析課題2)に関して,予備的調査,分析を実施した。昨年度までに収集していたデータの分析を進めると共に,鹿児島県において新たにデータを収集した。鹿児島県を今年度の調査対象として選定した理由は,市町村レベルの核燃料関連税として全国に2例しかない「使用済核燃料税」が薩摩川内市で実施されている点にある。そのため,「使用済核燃料税」についての現地調査もあわせて実施した。第2に,受入研究者の示唆を受けて新たに加えた分析課題として,OECDが公開している各国税財政データをもとに,地方税財政政策の国際比較分析に向けた予備的分析を実施した(分析課題5)。昨年度までの分析によって明らかにしてきた日本の特徴を,国際比較の見地から相対化することを試みた。試論にとどまっているため,さらなる分析を進める予定である。第3に,サーベイ調査に基づく自治体政策過程の分析(分析課題4)の一環として,3つの政策分野(福祉,教育,地域づくり)における,各種団体の存立,行動様式の特徴を,NPOと他の社会団体を中心に分析する論文「NPOによる市民社会の補完と開拓:福祉,教育,地域づくり分野の分析」を執筆した(辻中豊・坂本治也・山本英弘編『現代日本のNPO政治』木鐸社所収,2012刊行予定)。第4に,前年度までに資料収集を終えていた兵庫県豊岡市における都市計画税の見直し,宮崎市における「地域コミュニティ税」の導入,横浜市における「横浜みどり税」の導入,秋田県における「子育て・教育税」の導入断念に関する論文の執筆を進めた。今年度は公刊に至らなかったが,いずれも地方分権改革後における地方独自課税の試みであり,体系的研究を完成させるうえでは重要な事例である。今後,公刊を進める予定である。

This year, the research on Japan's local independent taxation system was completed.
