项目摘要

本年度においては地球本位型社会への誘導手法を(1)社会を構成する主体とそれらの相互関係、経済的インセンティブ手法の導入、社会的合意形成支援システムの開発の視点から整理し、地球本位型社会を実現していくプロセスを示すマクロ構造モデルの提案を行った。従来の環境科学における研究は、ともすると基礎的なサイエンスの深化、あるいは個別応用技術の開発を指向するものであったが、実社会への適用、あるいは社会の変革という面に対しての方法論についての検討が不足しがちであったと言える。本研究は、環境保全を実現していくための具体的な手法を社会科学の分野を含めて、学際的に提示しようとするものであり、個別の学問領域の持つそれぞれの役割を再確認しながら、異分野との境界領域に新しい学問領域を開いていく意味も持っている。研究成果の概要は次のようである。工学的手法:合意形成のためのコンピューターモデルの作成(担当:松尾友矩):都市における迷惑施設であるゴミ清掃工場(焼却場)の立地についての対話型コンピュタ-シミュレーションモデルを開発した。法的手法(1):環境問題にかかわる法的主体の関係の整理(担当:淡路剛久):主体間の関係にかかわる一般的開発受益型、一般的環境受益型、特定環境受益型、の3つの類型モデルを提示する事に成功した。法的手法(2):国際的利害調整手段の整理(担当:森嶌昭夫):国際最適国益調整手段としての地球規模NGOの参加メカニズムの評価を明らかにした。経済的手法:日本型CGEMの作成と経済的手法の評価(担当:岩田規久男):OECDのGREENモデルの日本への適用例を示した。その結果、CO2削減対策は中国のような国においてより経済成長への影響が大きく、それを抑制する方向へ働くことが分かった。
