项目摘要

本研究は、「漁民の森づくり」に着目し、同活動の実態を全国規模で解明するとともに、漁業者主導による森林コモンズの可能性を探ることを目的とする。漁民の森づくりは、森・川・海をひとつながりの生態系として捉え、漁業を営む沿岸海域に流れ込む河川の流域において、荒廃した土地を再生するために漁業者が植林・育林を行う環境創造的な取組である。本年度の研究では、漁民の森づくりの活動変遷とその活動の継続性を支える要因に焦点をあて、資料収集および事例調査を実施した。具体的には、近世から現代までの史的変遷をレジリエンスの視点から紐解き、適応循環モデルを用いて同活動の継続性を支える要因を検討した。適応循環モデルは、４つの段階（試行期→安定期→解体期→再構成期）から構成され、本研究では、現代における漁民の森づくり活動が適応循環のどこに位置するのか、同時に過ぎ去った変遷の循環について把握することを試みた。その結果、漁民の森づくりの史的変遷を二度の循環体系に整理した。第一の循環体系は幕藩領主の介入による沿岸部を主とした「魚付き林」制度、第二の循環体系は環境悪化および漁業構造の変化や魚付効果研究の進展を受けて1980年代後半・90年代初頭から流域全体を対象にして取り組む森づくり運動である。また、青森県・北海道における追加の事例調査結果を踏まえて、現代における漁民の森づくり活動の持続性を確保する手立てとして、協働型森づくり、主要施策への統合、財源多様化の戦略、森づくりの付加価値化などを特定した。これらの知見を基に、日本湿地学会第14回釧路大会で成果を発表し、学会発表奨励賞を受賞した。今後は、これまでに収集した文献資料や事例調査結果を整理し、国際学会での成果報告および学術誌への投稿を行う予定である。

The results of additional case studies conducted in Aomori and Hokkaido are as follows: establishment of a strategy to ensure sustainability of forest activities in modern times, coordination of forest activities, integration of major policies, diversification of financial resources, and enhancement of forest value. The results of the 14th Kushiro Conference of the Wetland Society of Japan were presented and the Society's performance was rewarded. In the future, the collection of literature data and case study results will be organized, and the results of international society reports and academic journals will be submitted.
