项目摘要

本研究の目的は、クラブバンクと呼ばれる水産資源管理手法に着目し、同手法の導入漁村を対象とした社会水産調査を行い、漁業者主導の責任ある漁業の可能性を検証することを目的とする。クラブバンクとは、漁業者が抱卵ガニ（主にワタリガニ）を捕獲後、幼生が孵出するまでの間、抱卵カニを保護する取組のことを指す。本研究では、①「クラブバンクの取組が日本およびアジア（主にタイ）でどのように普及されたのか」（史的変遷の整理）、②「クラブバンクの運営を成功に導く要件とは何か」（成功・失敗要因の検証）の２点を本研究の学術的な問いとして設定し、新型コロナウイルスの感染状況に留意して、以下の取組を実施した。本年度は、日本およびタイ・インドのクラブバンク導入団体（日本１団体、タイ17団体、インド2団体）を訪問し、①と②に関連するインタビュー調査を実施した。それらの結果から、例えば国の政策目標としてクラブバンクの普及を推進するタイでは、国際機関の支援のもとで団体数が大幅に増加する2001年以前、一部漁村において独自にクラブバンク活動が取り組まれていることを明らかにした。背景には、カニ漁獲量の減少はもとより、関係機関からの活動支援、タイ王室活動の影響、政府と漁業者との間で権限と責任が分担・共有される漁業共同管理の推進が挙げられる。次年度以降も文献収集および現地調査を行い、①と②の研究課題を整理・分析し、上記２点の問いについてより具体的に検証を進めていく。
