本研究は汽水湖およびその集水域を主フィールド(日本・インド・タイ・スリランカ)に、汽水湖漁業の持続可能性をめぐる資源管理と流域環境ガバナンスのあり方について検討した。漁業管理を歴史的に検証した結果、各調査地域では共通して、限られた漁場をめぐり漁業者同士で資源争奪戦が繰り広げられていたことを確認した。また、資源量の減少を受けて漁業者あるいは政府主導による自己組織化が発展し、共同管理に向けた多様な漁業コモンズ制度の生成を確認した。オープンアクセスの悲劇を回避するには、集合行為メカニズムの構築が必要条件となる。しかしソンクラ湖では、利用や規制のルールが地域の自然条件と適合しなければ資源管理が機能しないことを実証した。他方、漁業コモンズが機能したニゴンボ湖では、地域条件に配慮して水産資源をめぐる組合内・組合間・組合外での利用〇管理ルールを入れ子状に構造化することによって、乱獲が回避されたことを実証した。従来のコモンズ研究は利用者集団の小規模性・均質性を主眼としてきたが、本研究を通じて、頑健な漁業コモンズ制度を構築するには集団内のみならず集団問・集団外を含めたクロス・スケール・リンケージを促す集合行為が求められる。漁業管理と関連して、外海とのつながり(湖口)が汽水湖漁業の持続性に重要な役割を果たすことを指摘した。人間活動が活発な地域では、湖口環境が急速に変化し、汽水湖に生息する生物種または回遊魚に甚大な影響を及ぼすことを歴史検証の中から明らかにするとともに、湖口環境を管理して漁業生産性を維持しようとする人々の行動メカニズムを実証した。また湖口管理と並び、汽水湖漁業の管理範囲は漁場のみならず、流域を包含した管理体制の必要性を指摘し、立場の異なる関係者と協働して各々の有する資源の活用、または不足する資源を互いに補い合うといったパートナーシップ構築が重要であることを例証した。
