项目摘要

本研究は、(1)汽水域で生計を立てている零細漁民を対象に、(2)人々の生活条件を規定する「資源」に着目し、(3)当該地域の人々が貧困から脱却する可能性を阻害する要因・脱却に向けて人々が持つ強みを抽出し、(4)自立的発展に向けた地域開発のあり方を考察することを主眼としてきた。本年度は、これまでに行った各事例研究(インド・日本・タイにおける汽水湖漁業)から得られた知見の統合化を行い、資源紛争問題の論点整理、そして効果的な汽水湖漁業管理の構築に向けた重要な概念を提示した。前者は、資源紛争問題が勃発・長期化する背景について、資源賦存量の増減以外に、人々の資源アクセスを規定する制度的な資源配分メカニズムに依ることを確認し、そこでは外部者の漁業アクセスに対する法的対応が重要な争点となっていることを指摘した。後者は、汽水湖漁業の持続可能性について、漁業管理・湖口管理・流域管理の三つの管理を一体とした統合的漁業管理(Integrated Lagoon Fisheries Management : ILFM)の構築が求められることを指摘し、それぞれの管理が適切に運用されるための必要な処方箋を、事例研究の比較検討の中から抽出し、統合的漁業管理の枠組みを提示した。ILFMを軸とした汽水湖漁業の概念的枠組みは、地域ガバナンスのあるべき現実的な方向性を提示し、またコミュニティの視点から当該地域で展開されている政策やプロジェクトの有効性評価を可能にする。さらに、コモンズ論・地域開発・ガバナンス論の学術分野における重層的な研究が展開できる点に大きな独創性があり、とりわけコモンズ論とガバナンス論を如何に止揚すべきかに関する議論を行う上で大変示唆に富む研究を提供できるだろう。

This study focuses on (1) the establishment of livelihoods in the region,(2) the regulation of human living conditions,(3) the prevention of poverty in the region,(4) the development of self-reliance, and (5) the development of regional development. This year, we conducted case studies on water lake fisheries in Japan, and provided suggestions on how to integrate knowledge, organize arguments on resource disputes, and establish effective water lake fisheries management. The former refers to the background of resource disputes, the decrease of resource occurrence, the confirmation of resource allocation and management system of human resources access, and the criticism of important disputes between outsiders and fishery access laws. The latter includes: sustainability of lagoon fisheries; integrated management of fisheries management, lake mouth management, and watershed management; establishment of Integrated Lagoon Fisheries Management (ILFM); necessary prescriptions for appropriate management; comparison of case studies; and suggestions for integrated fisheries management.
