项目摘要

This research aims at analyzing rapid collapse of the 20th century style welfare state that was brought about by globalization and proposing countermeasures based upon the idea of equality. In the first place, we established comprehensive model to describe the demise of Japanese style welfare state in the early 21st century by combining two axis, socialization vs individualization of risks and discretionary vs universal policy. In post-war Japan, such discretionary policy as subsidy and convoy approach regulation functioned as socialization of risks, which brought about quasi welfare state. However, penetration of market mechanism and civic pressure for transparency come to deny discretionary approach, and as a result, abandon socialization of risks that was closely connected with discretionary approach. Thus, neo-liberal structural reform prevailed in the early 21st century.At the same time, we investigated how the model of welfare state resurged in western European countries in the late 1990s and early 2000s and found lessons for Japan. Especially, we clarified the notion of social inclusion in Britain and Sweden and defects of social exclusion in Europe. Also, we explored policy framework and actors of social inclusion.In addition, we conducted large scale opinion poll in Tokyo and Hokkaido about the notion of equality and role of government in the age of divided society. This research shows that citizens want more equal society and reliable public service in spite of small regional difference. This finding is very important base for ideas and policy for resurgence of welfare state in Japan.

本研究旨在分析全球化带来的20世纪式福利国家的迅速崩溃，并基于平等理念提出对策。首先，我们结合风险社会化与个体化、自由裁量政策与普遍政策这两个轴，建立了综合模型来描述21世纪初日本式福利国家的消亡。战后的日本，补贴、护航进场监管等自由裁量政策起到了风险社会化的作用，带来了准福利国家。然而，市场机制的渗透和公众对透明度的压力却否定了自由裁量权，从而放弃了与自由裁量权密切相关的风险社会化。于是，新自由主义的结构性改革在21世纪初盛行。同时，我们考察了福利国家模式在20世纪90年代末2000年代初期在西欧国家的复兴，并为日本提供了借鉴。特别是，我们澄清了英国和瑞典的社会包容概念以及欧洲的社会排斥缺陷。此外，我们还探讨了社会包容的政策框架和行动者。此外，我们在东京和北海道进行了大规模民意调查，内容涉及平等观念和政府在分裂社会时代的作用。这项研究表明，尽管地区差异较小，但公民仍希望获得更平等的社会和可靠的公共服务。这一发现为日本复兴福利国家的思想和政策提供了非常重要的基础。
