项目摘要

This research aimed at investigating impact of globalization on domestic politics in advanced democracies from a comparative point of view. The project consists of two parts ; one is case studies about change of policy processes caused by globalization. The other is theoretical investigation of such basic concept of politics as sovereignty and power in the age of globalization.From the case studies, it turned out that globalization is closely related to "crisis of party politics"or trend of "party realignment." For more than ten years, especially after "Plaza Accord", basic assumption in policy making has been settled through supra-national negotiation or world wide organization. In this sense, actors of domestic politics has lost latitude in policy making. This structural change has resulted new type of political confrontation, which is quite different from tractional progressive-conservative or pro-government vs pro-market axis. Each issue concerning globalization engenders cross-party coalition in domestic politics, and parties can no longer integrate opinions and interests. Today, limit of political parties becomes evident in every country. The deepest reason for the common phenomena lies in contradiction of party organization and policy issues. Collapse of the regime of 1955 in Japan is not exception to this trend in advanced countries.Reflecting the above change of political structure, we need to reconstruct the basic concept of politics. We can distinguish power in domestic integration and hyper power in agenda setting in the world wide negotiation. Portfolio of political power has changed from resources for coercion to ability to set scheme of globalization or define rule of competition.

本研究旨在从比较的角度考察全球化对发达民主国家国内政治的影响。该项目包括两个部分，一个是关于全球化引起的政策过程变化的案例研究。二是对全球化时代的主权、权力等基本政治概念的理论考察，从个案分析中发现，全球化与“政党政治危机“或“政党重组”趋势密切相关。十多年来，特别是“广场雅阁”之后，各国的政策制定基本假设都是通过超国家的谈判或世界范围的组织来确定的。从这个意义上说，国内政治的参与者已经失去了决策的自由。这种结构性变化导致了新的政治对抗，这与牵引性的进步保守主义或亲政府与亲市场轴心截然不同。全球化的每一个问题都会在国内政治中产生跨党派的联盟，政党无法再整合意见和利益。今天，政党的局限性在每个国家都很明显。这种现象普遍存在的深层次原因在于党的组织矛盾和政策问题。1955年日本政权的崩溃也是发达国家政治结构变迁的一个缩影，反映了上述政治结构的变化，我们需要对政治的基本概念进行重构。在国际谈判中，我们可以区分出国内一体化中的权力和议程设置中的超级权力。政治权力的组合已经从用于强制的资源转变为制定全球化方案或确定竞争规则的能力。
