项目摘要

アルバニアの経済をその過去と現在とに分けて研究した。まず、アルバニア経済の負の遺産について分析を試みた。ここでは、社会主義経済時代の非効率性,命令型計画経済の弊害,労働党一党独裁からの悪影響,市場の欠如,などがアルバニア経済を悪化させていたことが明らかになった。アルバニア経済の体制転換を分析する際には、これらを初期条件として把握する必要がある。つまり、市場経済への移行を妨げているのは、社会主義経済の産物であることが明白となるのである。但し、アルバニアの経済を語る時、石油や天然ガス,それにクローム鉱石などのレアメタルの存在が、離陸を可能とする条件であることも見逃してはいけない。これらが輸出主導型産業の担い手となっていくのである。次に、アルバニア経済の移行期(市場経済への移行過程)における諸問題について検証した。ここでは、政府の役割を主軸として、新しいビジネスを重視した。すなわち、小規模な民間のサービス事業,外資を導入した観光業,民間の農業などがそれである。加えて、従来のエネルギー・資源産業にも外国直接投資を導入して、再活性化することも重要だとの結論に達した。ねずみ講の問題で激震しているアルバニアだが、これからが市場という概念が市民の中に定着していく段階となるのである。
