先行して市場経済への移行過程を徹底した形で進めた東独を観察すると、2つの特徴的な事実が浮かび上がる。第1に、負の遺産の重さである。この点は特に西側(ないし先進側)からより多く着目され、生産性と技術の低さ、産業構造の歪み、インフラストラクチャの遅れ、経済マインドの欠如、市場諸制度の欠如などが指摘され、さも焼け跡に立つが如くに描写される。第2に、移行過程の破壊性である。この点は主に東側インテリが着目し、市場経済移行過程が「ラディカル」すぎて、工業も農業も壊滅的となり、失業が大量化し、犯罪が増え、拝金主義が横行する、と批判する。これらはいずれも重要な事実であるが、しかし私の観察では、第3の重要な側面がある。新たな発展の開始である。ある種の清算過程を経た農業では西欧で実現するには(現在の年間平均経営規模拡大率から計算すると)200年はかかろうかという規模拡大を実現した1000ha規模の近代的農場が形成された。工業では日本から発進し米国を経て西欧に入りつつある生産様式が西欧よりも容易に導入されつつある。無論技術装備の一新も進み、工業投資は高い成長率を示している。インフラはすでに大幅に改善された。これらのことは上記の第2の観察が一面的であることを示す。重要なことは、西独人の協力もあるとはいえ、これらの新発展の主要部分を東独自体の人的資源が支え推進していることである。労働力の一般的教育水準の高さは、経営指導部を含む多くの分野で確証された。従って遺産は負ばかりではなかったのであり、上記の第1の観察も一面的であることを示す。この側面をいかに育てるかが経済政策の柱の1つであるべきであり、そのためには産業政策拒絶という伝統イデオロギーが一新されなければならない。過去の清算と分解、その中からの新発展への挑戦の形成、これが現在の過程であり、他の旧ソ連東欧諸国も各国の条件に応じて異なる程度ではあるが、第1、2の側面のみではなく第3の側面も顕著に観察される。
