项目摘要

本研究では、都市近郊の耕作放棄地の発生要因とその対策についての研究を行った。耕作放棄地の発生要因については、特に立地要因と基盤要因について調査研究を行った。事例地区として選定したのは埼玉県の上尾市と毛呂山町である。この両市町においては1995年12月から1997年1月について、農地1枚ごとの耕作状況を明らかにする調査をおこなっており、このデータをもとに解析をおこなった。立地要因としてはゾーニングとの関係が考えられる。これまでに、集落を単位とした分析では、市街化調整区域やゾーニング境界上に立地する集落に耕作放棄地が多いことが分かっている。本研究では、そのうちゾーニング境界上の集落内でも市街化調整区域側に耕作放棄地が多く発生していることが明らかになった。基盤要因との関係では、区画形状との関係では顕著な関係はみられないが、前面道路との関係では接道のない農地が耕作放棄地になりやすいことが明らかにされた。耕作放棄地発生対策では、耕作されていない農地の利用権を集積して耕作を続けることが耕作放棄地発生に対して有効だと考え、青森県下田町の前蒼前地区を事例として利用権の集積の障害を明らかにした。その結果、受け手と出し手の契約期間や将来の利用の自由度に対する態度の差が集積の障害になっていることを明らかにした。
