本年度は昨年度の先行研究、収集した資料を基に理論的枠組みを準備した上で、三つの地方都市の現地調査を行った。まず、移民現象の多様化を分析する枠組みとして国際的に注目されている「編入様式」mode of incorporation概念を、外国人の地域的な浸透過程という空間的次元に応用し、地域的包摂様式へと再構成した。これに基づいて、1)大都市圏の中核部に隣接するインナーシティのサービス部門におけるアジア系留学生、就学生の雇用、2)東京西南部に代表される高度な加工技術をもった中小企業が集積する地域におけるアジア系不法就労者の雇用、3)組み立て加工型の地方工業都市における特に大手アセンブラ-や中堅的一次下請け企業による合法的な日系ブラジル人・ペル-人の正規の雇用、という外国人に関係する地域的労働市場の3つの類型が構成される。現在進行中の外国人の地域的分散化という趨勢を考える際、特に重要なのが第三の類型の検討である。実証研究においては、関東周辺の日立、東海地方の沼津、そして中京地域周辺の一宮の三都市を事例として、現地における聴き取り調査を、地域の中核企業、人材斡旋会社、外国人支援団体、外国人関連施設を中心に行った。調査においては、外国人の居住と職歴の通時的な変動を中心に情報を収集した。この結果、現在までのところ、1)住居費等の削減、よりよい住居環境の選好、そして公共交通機関等の利用の学習等の要因で、滞在が長期化するにつれ地域内での分散化が確実に進行中であること、2)合法化された日系人の場合、特に広域的な労働市場が形成され、この間での賃金・労働条件に関する情報がエスニック・ネットワークを通じて広がっていること、3)弱電等が中心の関東圏から自動車関連の比重の強い東海・中京圏への地域圏間での労働力の移動も進行しつつあること、といった外国人の分布と移動に関する趨勢が明らかになって来た。

This year, we conducted preliminary research, data collection, theoretical preparation, and local survey. Now we are going to examine the trend of decentralization of foreigners in China, especially the third type. The research is carried out by Hitachi, Kanto, Tokai, and Nakagyo. The research is carried out by the Center for Research, Regional Nuclear Enterprises, Human Resources Management, Foreign Support Organizations, and Foreign Relations Facilities.
