项目摘要

Our research project has long been carried out mainly through the meetings of our research group, Study Group for the Power Elites in japan. In the academic year 1989. our group periodically and frequently held meetings to engage in the interpretation of the wide range of literature, issued both in Japan and abroad, concerning parliamentary government in general and the election system in particular. Our interest was focused especially on the foreign policy making process and we took up the structure of the trade friction of the 1920's. (i. e. cotton trade friction with England and other countries) by comparing with the problem today, that is, the problem of the import liberalization of agricultural products. As for this subject, one of our members, Shigeru Tanaka, has shed light on some aspects of how the Diet members have participated in the foreign policy making from the prewar period up until now. For example. He confirmed, with historical evidence, that some Diet members were exer … More ting pressure on the foreign policy (i. e. indirect participation in the foreign policy making process) and this pressure was corresponding to the upheaval of the nationalism in the prewar period. In the same academic year, we interviewed ex-bureaucrats of the Ministry of Agriculture, Forestry and Fisheries and the Ministry of Foreign Affairs and these interviews gave us detailed information as to how the Diet members are participating in the policy making process.In the academic year 1990, we, on the one hand, kept on gathering historical documents and materials and, on the other hand, we tried to gather and analyze following data ; the data about the members of the Standing Committee on Foreign Affairs and of the departments of foreign affairs in each parties, and the career data of the Diet members whose constituencies were mainly composed of cotton industry areas. At the same time, the career data of the House of Representatives members for the general elections of the year 1917, 1924, 1932, 1980, 1983 and 1986 were added to the data for the election 1948-1979 which we had already accumulated. The statistical analysis of these data was presented at International Centennial Conference on the Japanese Diet held at University of Hawaii on August 27-30, 1990.At the moment, we are engaged in the completion of our research project.
