パソコン及び汎用アプリケ-ションソフトを用いて農村地域における土地利用計画の策定に役立つ土地情報の活用と処理手法の開発研究を行った。本研究によって開発された土地情報処理手法は次のとおりである。本研究においては、京都府八木町美里地区を対象として小土地利用計画の策定に役立つ土地情報の収集とそれらの処理手法の検討を中心に行った。まず、土地情報の基本は地形図であり、これをイメ-ジスキャナ-によって読みとった後、図形ソフトを用いて家屋、農地筆界などをトレ-スし基本デ-タベ-スを作成する。1/1000程度の縮尺の地形図が得られない場合には、航空写真を読みとって同様の手法によって基本デ-タベ-スを作成する。この原図の上に地形や道路配置、用排水路系統、土地利用現況、生産施設や公共施設の配置、さらに法定の土地利用規制など種々の土地情報を線情報及び面情報として書き加え、それぞれ独立したデ-タベ-スを作成する。それぞれのデ-タは、パソコン上で同じ縮尺で作成されているため、相互に比較、重ね合わせができ、必要に応じて見やすい縮尺で出力できる。デ-タベ-スの加工作業はカラ-ディスプレイ上で行われるため、情報の区別や位置座標の確認及び修正作業が容易であり面積の集計まで可能となる。また、集落整備にあたっては、家屋配置や周辺の景観を構成する諸要素を調べておく必要があるが、現地の写真や上記の加工デ-タからフルカラ-入出力機器を用いて、簡易な景観シュミレ-ションが可能である。これら一連の図面作成作業は、機能の向上がめざましいパソコン及び汎用ソフトや関連入出力機器を利用して容易に実用化できることが明らかになった。また、土地利用計画の住民合意を得る上で効果的なプレゼンテ-ションを提供することが可能となった。
