本研究では、1926年関税改正の政策決定過程とその効果を機械工業製品を中心に分析した。政策決定過程については、まず日本工業倶楽部の関税調査委員会の審議を検討した。機械工業製品に関してはその審議対象はかなり限定されており、機械工業の総意を反映したものではなかった。また、臨時財政経済調査会の機能についても、日本工業倶楽部など資本家団体の改政案が反映されたというよりも、大蔵省原案をもとに、農商務省との調整を行う機能が主たるものであり、政府案をオ-ソライズする役割を果たしていた。日本工業倶楽部の政策調整機能は産業部門別に異なり、参加企業の少ない機械工業に関しては調整機能をもたなかった。また、臨時財政経済調査会も日本工業具楽部と政府との調整機能をもったとは言えず、関税政策の場合、主要企業→日本工業倶楽部→臨時財政経済調査会→政府という政策形成ル-トは一般的でなかった。従来から1926年改正は重化学工業の保護効果を持ったと評価されている。しかし、機械製品については、(1)1911年改正と比較して、1926年改正はより選択的な保護(税番の増加)が見られ、これに加えて個別製品内部での傾斜的な関税率(税種の増加)が設定されたこと、(2)外国製品価格(輸入単価+従量税)と国内価格の動向を比較すると電気機械の場合、アメリカ製品の競争力喪失、大型製品におけるドイツ製品との価格競争の持続などが判明する。後者は、直接投資を行っていた外国企業と行なっていない場合の企業行動の差異を考慮にいれる必要性を示している。1926年関税改正は、機械製品の場合、その選択的、傾斜的な保護によって国内製品の価格競争力を強化するとともに、外国企業の企業行動に影響を与え、国内生産の拡大をもたらした。
