事例研究地の宮崎県東諸県郡綾町は、各種事業の導入によって多面的な農村振興策を展開してきた。本研究では、24年間に亙って町長を務めた郷田実氏による、町長主導型の農村振興策の企画立案・実施過程を分析しながら、一方で住民参加の実態を自治公民館活動を中心に把握し、さらに振興施策に対する町民の評価を探るために、中学生と町民のアンケート調査を行った。その主な結果の概要は、以下の通りである。1.行政施策の企画・立案、実施・展開過程町長主導型の計画実施は、町民あげての支持を得たものもあったが、多くの施策は、「議会全員反対」の中での苦汁の説得が続いた。しかし、各種補助事業の積極的な導入の一方で、町長期総合開発計画を策定し、「三づくり運動(明るい町づくり。健康づくり。意識づくり)」という基本政策を、確実に展開させて来ている。2.まちづくりへの住民参加過程郷田町政のもう一つの特徴は、住民の自治活動の推進である。区長制度の廃止によって、自治公民館活動を推奨し、町民の自治意識の高揚を図りながら、行政課題への要望を汲み上げ、宮崎県の「あすをきづく人づくり運動」の実践モデルとして表彰されるに至った。3.住民の行政施策に対する評価綾中学校全校生徒346名と、町内4集落の住民約400名のアンケート調査を実施した結果、同様の調査を行った山形県高畠町と比較して、生徒・住民共に行政評価は、綾町の方が高畠町よりも高く、特に、自然生態系の保全意識にその傾向が顕著に現れた。
