本研究は,19世紀イギリスにおける「異端の経済政策思想」といえるバ-ミンガム派の経済思想を,国内市場重視の初期貨幣改革思想を中心に跡づけることを意図した。リカ-ド主義とマンチェスタ-派の経済思想が支配するなかで,アトウッドを中心とするバ-ミンガム派の経済諸提言は不当に軽視されてきた。ナポレオン戦後の不況下で,バ-ミンガムの実業家エコノミストは,不況の原因を金鋭換再開に伴なうデフレ-ションだとみなし,それを打開するための「管理されたインフレ-ショニズム」を展開した。それは初期的な貨幣改革の試みであり,生産諸階級の完全雇用を規準とする通貨理想の萌芽がみられた。このような全体的枠組のなかで,本年度はとりわけ,アトウッド派と初期社会主義者としたR.オ-エン,J.グレイ,W.ペアとの関わりについて,「市場の計画」を念頭におきながら検討した。戦後不況のなかで彼らはともに,セ-法則を否定し,大量失業のなかに市場の不完全性と過少消費の危険をみいだした。グレイは「近代的な社会主義計画経済の創始者」ともいわれ,「生産とともに拡張する市場の創造」というオ-エンの議論を展開した交換の『社会制度』は,アトウッド派の「インフレ-ショニズム」とかなりの思想的共通性をもった。実際,貨幣改革を求める運動のなかで,衡平労働交換所バ-ミンガム支店の開設を頂点に,オ-エン,ペアとアトウッド派はかなり接近した。しかし,労働時間を度量単位とする労働紙幣は市場経済と貨幣の否定であり,ケインズ主義の先駆ともいわれる「管理されたインフレ-ショニズム」とは原理的に異なっていた。アトウッドとオ-エン,貨幣改革と初期社会主義を,1920・30年代を念頭におきながら検討した。
