当初、本テーマでの学校観察がどの程度実施できるかが不明であったため、教師インタビューを中心に計画を組んだが、最終的には、学校観察、インタビュー、アンケートを組み合わせる形をとった。アンケートは、神奈川県の綾瀬市小学校2校、中学校1校と愛川町の小学校3校、中学校1校、東京都豊島区の小学校、中学校2校ずつの外国籍児童生徒のいるクラスの教師計140人を対象に行われ、内、113人から回答があった。綾瀬市と愛川町は日系人児童生徒やインドシナ難民などが多い地域であり、豊島区は中国をはじめとするアジア系児童生徒が多い地域である。調査校は、その地域で最も外国籍児童生徒の在籍率が多い学校を順番に選んだ。アンケートには、語学力の問題と共に、「体育の着替えを嫌がる」「登校しなければいけないという意識が低い」というような、教師の戸惑いも現れていると同時に、外国籍児童生徒の存在による他の子どもの「視野の拡大」なども指摘されている。また、アンケートを参考にしながら、1994年2月2日から21日まで綾瀬市の小学校(上記アンケート対象校)を観察した。日系人児童(ブラジル人)がいる4年生の学級を中心に、日本語学級の指導状況、外国籍の子どもの学習状況、仲間との遊び、学校の受入れの様子などを記録、教師インタビューや、外国籍児童やその家底と関わるボランティア団体などの情報も集めた。将来的には、豊島区の学校でも同様の調査を行い、アメリカとの国際比較につないでいきたいと考えている。
