漁業資源の乱獲問題はほとんどの国で起きており、なかでも沿岸海域での乱獲による資源枯渇が、「コモンの悲劇」として特に多くの発展途上国において深刻化しつつある。ところが、唯一の例外といってよいほど、日本の沿岸海域では昔から「入り会い(コモン)」漁業があるにもかかわらず、沿岸漁業は大正初期から200万トン台の生産力を維持し、全体としての資源衰退を引き起こしていないのである。そこで、本研究は以上の事実に決定的な影響を与えている共同漁業権・区画漁業権・定置漁業権等を主内容とする排他的漁業権制度の存在に着目し、この制度の沿岸資源管理に果たしてきた役割とその機能するメカニズムを解明することを目的とした。具体的には以下のような諸項目について分析を試みた。第1に、日本における漁業管理制度および漁業権管理の導入された経緯とその社会経済的な背景について検討を行った。第2に、排他的漁業権にもとづく漁業への参入規制の役割を、漁業外部から労働力加入、資本流入および技術導入の三つの側面から実証的・統計的に分析を試みた。第3に、排他的漁業権のもつ社会的諸特性について考察した。つまり、漁村社会内部において、漁業権はどのようにして設定し取得され、それがまたどのような意志決定と合意形成のプロセスを経り、そして漁家間の所得格差と漁村社会内部分化にどのような影響を与えているかなどについて分析を試みた。第4に、以上の分析を踏まえて、このような排他的漁業権管理のあり方を、管理主体との関連において、「中間システム」による漁業管理メカニズムとして抽出を試みている。以上の分析を通じて、とくに発展途上国において喫緊に求められている有効な漁業資源管理システムの構築について多くの知見を提供できる。
