项目摘要

本研究では、中欧における地域協力の機能と役割を検討するあたり、まず、歴史的な「中欧」認識の変遷を分析したうえで、実態調査として1.国家間関係を主体とした「上から」の協力関係、2.地方自治体を主体とした「下から」の協力関係、という二つの視点から、資料を収集し検討を行った。1.について検討の対象としたのはヴィシェグラード協力(ポーランド、チェコ、スロヴァキア、ハンガリー)と、中欧イニシアティブ(オーストリア、イタリア、ポーランド、チェコスロヴァキア、ハンガリー、スロヴェニア、クロアチア、ボスニア、マケドニア)であった。その結果、ヴィシェグラード協力は中欧自由貿易圏の設定など、主として経済面での統合を推進していることが分かった。これに対して中欧イニシアティブは、地域間インフラ整備や環境保護協力について実務協力をすすめているほか、少数民族問題などでの協議を継続しており、協力の幅の拡大がみられることが分かった。一方、2.については、より顕著な成果があがった。ここでは特にポーランドとドイツの間の国境地域協力を中心に検討した。欧州審議会も支援しているこの動きは、経済、環境保護、文化交流など広範な分野で協力関係を進展させ、国境の内外での緊張を緩和している。独ポ国境のような、歴史的に複雑な経緯を持つ国境に、こうした協力関係が一定の成果を収めつつあることは、他の国境地域への適用可能性という点からも意義深いものと思われる。なお、この問題については、論文の形で成果の一部を公表した。今後に残された課題は、1.については、EUやNATOなど、欧州新秩序形成の中心を担っている動きとの関係の検討、2.については、他の国境地域-例えばカルパチア、スロヴァキア=ハンガリー国境など-との比較、対照による一般モデル化の試みである。
