Empirical Research on the Statistical Survey conditions in changing and on the reliability of questionnaires

在统计调查条件严重困难的今天，许多人不会回复统计调查问卷，统计机构也不能轻易组织统计员。在本研究项目中，我们的目的是使统计调查的深层结构具备条件，从而为统计环境政策的制定提供科学依据。为此，我们于1994年在全国5个地方对1900人进行了对统计调查态度的调查研究，并于1995年对全国14个城镇的2400名人口普查统计员进行了对统计调查态度的调查研究。从这些调查研究中，我们得到了以下重要的新认识：(1)统计调查条件的变化与当地社会的城市化密不可分，对统计调查的态度与对政治和社会态度的态度联系在一起，使统计调查条件变化的趋势达到了政府面临关键压力的地步。(3)统计调查条件的基本要素取决于统计思维的培养，为此有必要给人们提供统计教育的机会，明确统计与政策的关系。我们在1995年和1996年的日本统计学会年会上发表了我们的调查结果，并在日本统计研究所(Hosei-Univ)的公报上发表了分析结果。在东京。

Today there are severe difficulties in the statistical survey conditions so that many people will not reply to questionnaire of Statistical Surveys and Statistical agency cannot easily organize the enumerators. In this research projects we purposed to make the deep structure of the statistical Survey conditions in order to find the scientific foundation of policies for statistical environment. For this purpose we conducted the survey-research of Attitudes toward Statistical Surveys on 1900 peoples at five places in the whole country in 1994 and the survey-research of Attitude toward statistical surveys on 2400 Enumerators of Population Census at 14 cities and towns in the whole country in 1995.From these servey-researches we could get new important knowledges as follows.(1) The change of statistical survey conditions relates inseparably with the Urbanization in the local society and Attitudes toward statistical surveys connect with those toward political and social attitudes so that the trend of statistical survey conditions in changing rearches to the point of critical pressure for government.(2) The long dwelling and the high aging of residents build new local community in the urbanized cities and enumerators-patterns corresponding to that.(3) Basic factors of statistical survey conditions depend on the bringing up of statistical mind and for this purpose it is necessary to give people the chance of the statistical education that makes the relation between statistics and policy clear.We made results of our servey-researches in the annual meetings of Japanese Statistical Society 1995 and 1996 and we published results of analyis in the Bulletins of Japan Statistics Research Institute (Hosei-Univ.) in Tokio.
