International Comparisin an on Methodlogcal Change of the World Populaticn Census and Development of Statistical Sysytem

本研究课题的主要目的是从国际视角，实证研究发达国家人口普查方法的变化和统计制度的发展，为21世纪的统计信息政策构建政治科学基础。以2000年美国人口普查的过程和2010年美国、英国、第二，在日本九州大学和日本科学委员会召开了两次国际会议（2002年，九州大学和日本科学理事会）。2004年在日本熊本和东京），通过合作报告和讨论，我们可以确认，人口普查方法发生根本性变化的政治和社会原因是：（1）人口普查的低公共关系，（2）地方统计系统的财政和组织薄弱;（3）政府机关自动化行政登记系统的发展，发现发达国家人口普查方法的变化方向有很大不同彼此，例如。美国和英国使用表格追踪系统的人口普查，法国的滚动人口普查和德国的登记人口普查，最后，我们认为，我们所发现并证实的这种普查方法的根本性变化在日本人口普查中也正在接近，并从统计学的角度对2005年日本人口普查对2010年世界人口普查的意义进行了论述政策。我们的调查结果专门发表在日本统计研究所的两个特刊上。

The Subject of this research-project was emprically to study the methodological change of population censues and the development of statistical systems in the advanced countries that are meeting the structural conversion and to construct the political-scientific base for the statistical Information policy from the international viewpoint in the 21 century.In this research first we surveyed the census-taking process of the 2000 population census and the concept and planning of the 2010 in real-time in U.S.A, U.K., France and Germany and, specially analysed the concrete conditions of undercount-problem and the basic method change from the traditional census of saurvey-style to the new concepts of the census.Secondly we held the two international conferences (in Kyushu Univ.and Japan scientific Council, 2002. and in Kumamoto and Tokyo, 2004) and by the cooperative reports and discussions we could confirm that the political and social causes for the foundamental change of the census method are (1)the low public relation of the census, (2)financial and organizational weakness of local statistical system and (3)the development of automated aministrative register system in the governmental agencies and find out that the directions of the method change in the census of the advanced countries are very different each others, i.g. Census wtih Form Tracking System in U.S.A and U.K., Rolling Census in France and Census based on the register in germany, depended on statistical tradition and subjects of each country.Last we considered that such basic change of the census method that we found out and confirm also are closing in the Populaton Census of Japan and on the siginificance of the 2005 Japanese Population Census towards the 2010 round World Censuson we made a speach from the viewpoint of statistical Policy.The rsults of our survey were specially published in the two special volumes of Statitical Institute Japan.
