1.研究目的と経過(1)目的:地域住民主体のまちづくり運動=市民会議運動の特徴を、地域生涯学習の視点から考える。(2)経過:(a)日本青年会議所(JC)の協力を得て、全国的動向を、(b)愛知県安城市・岡崎市・東海市の各市民会議の協力を得て、各々の状況と性格を、現地調査と関係資料によって把握。2.調査結果の概要(1)市民会議の状況:日本JCが主唱するまちづくり市民デザイン会議は、全国約300の市町村で取り組まれている。内容は千差万別だが、基本的には地方分権の時代にあって、地域の将来を担う住民の課題意識をベースにした研究・学習活動と、その成果に基づくまちづくりの実践が進められている。(2)愛知県下3市の市民会議:愛知県下3市(安城市・岡崎市・東海市)の市民会議運動は、市民デザイン会議の影響を受けつつも、各市独自の市民会議として発足、成長してきた。(1)安城市民会議……平成6年度で発足5年、安城JCが事務局を担う、市民の個人参加型市民会議。年会費8000円。環境・福祉・広域行政の3分科会で構成。行政と対立するのではなく、市民の生活課題を基礎に、学習・調査・研究を進め、その成果に基づいてまちづくり運動を展開、行政の対応を導く。(2)岡崎市民会議……平成5年度に発足、岡崎JCが事務局を担当。市内の各種団体を組織した団体参加型市民会議。環境・福祉・岡崎の夢の3分科会で構成。30万都市で市民生活・環境も良好な中、いまだ市民のコンセンサスを得られず、模索中。(3)東海市民会議……平成4年度の発足、東海市内の各種団体と個人が参加する団体個人混在型市民会議。事務局は各団体持ち回り。公園緑地化構想を打ちだし、市内の環境整備に力を発揮、東海市政にも反映したが、旧町村意識の強さと事務局体制の不備から活動休止。成果は、太田川地区再開発における住民主導の事業へと引き継がれる。(3)ネットワークの構築:安城市民会議の尽力の下、平成6年度に愛知県下13の市町村で市民会議連絡会議が発足、さらに13市町村で市民会議の発足と連絡会議への加盟を準備中。3.市民会議運動の性格市民会議運動は行動する市民大学であり、住民の自己学習に支えられた参加型市民運動である。
