本研究はソ連工業化期の技術者集団の経済的・社会的機能を考察することを目的として、(1)労働組合系列の技術者団体の組織化、(2)自発的社会団体と労働組合系技術者団体との相互関係、(3)ソ連政府・共産党の技術者団体に対する認識と政策的対応、を具体的な検討課題とした。本年度の研究は、補助金によって購入した資料の分析を通じて、設定した課題のうち主として(1)と(3)にかかわる諸問題について成果をえることができた。まず課題(1)に関して、革命直後の時期には技術者集団が体制から完全に自立した組織を形成しており、独自の活動を継続しようとしたこと、しかし革命体制の長期化の下でソヴィエト政権と新たな関係を確立する必要が生じたこと、を明らかにした。技術者独自の団体はソヴィエト政権による制度的承認をえようと試みたが、労働組合は自らの統制下の産別労組に技術者を分割して統合する方針をとった。しかし産別労組ごとに組織された技術者部門が組合をこえて連合体を組織し、労働組合システムの中で技術者集団が独自の利益表出回路を確保したことを論証した。課題(3)に関しては、購入した資料の分析によって1920年代のソ連共産党および政府の技術者集団に対する政策的対応を考察し、政治体制によって異質な要素ととらえられていた技術者集団が体制によって次第に統合されていった過程を検討した。この作業の結果、ソ連政府・共産党が、技術者の政治的信頼度という問題をひとまず棚上げにして彼らの組織的統合を促進し、それと同時に経済的刺激を利用しながら、革命前の技術者の知識と経験とを社会主義建設に積極的に利用しようと試みたことが明らかとなった。
