本年度は第一に資金配分政策において重要な役割を果たした大蔵省金融機関資金審議会と通産省産業合理化審議会産業資金部会に関する資料の収集と整理を行った。第二にこれら文書資料の情報を補うために当時の関係者からのヒアリングを実施した。対象は昭和30年代に通産省企業局産業資金課、通産省重工業局鉄鋼業務課、同製鉄課、日本興業銀行、三井銀行で資金配分政策・金融の実務に携わった関係者である。これら資料の分析によって得られた資金配分調整の仕組みに関する知見は次の通りである。資金配分調整の前提として通産省は毎年度の始めに所管産業の設備投資計画を調査した。計画は原局の審査を経たうえで、さらに産業資金課で産業別長期計画との整合性、技術的な可能性、開銀を中心とする財政投融資資金枠との整合性のチェックを受けた。財政投融資の枠は大蔵省と金融機関資金審議会によって設定され、通産省に伝達された。その際、産業資金課は大蔵省理財局資金課と緊密に連絡をとりながら、通産省所管産業の投資計画と財政投融資計画との整合化につとめた。産業合理化審議会資金部会では、産業資金課によって作成された投資計画と大蔵省等から伝達された資金供給見込みをもとに、重要産業部門の所要設備資金の確保および設備投資の規模の調整などについて審議した。産業資金部会は、前述の手続きに従って作成された投資計画を、産業界の代表者の了承を得ることによってオーソライズする場を提供した。さらに、調整された設備投資計画と通産省の産業政策に関して金融界の代表者の了解を得るという機能を果たした。また産業資金部会には、全銀協の委員が出席しており、資金部会での審議経過と結論は全銀協、特にその資金調整委員会に伝えられた。資金調整委員会はこれを受けて投資計画に見合った資金供給のための銀行間の調整を行なった。昭和30年代における日本の産業資金配分は以上のようなシステマティックな調整を経て実施されたと考えられる。
