戦後日本の高度経済成長期における資金配分の仕組みを鉄鋼業のケースを中心に検討した。明らかになった主要な論点は以下通りである。鉄鋼第二次合理化計画の期間にあたる1950年代後半には、主要な鉄鋼企業は巨額の設備投資資金を主として外部資金によって調達したが、これを可能にしたのは次のような日本経済に固有の仕組みであった。第一に、通産省産業合理化審議会産業資金部会、大蔵省金融機関資金審議会と全国銀行協会連合会の資金調整委員会を主体とする産業資金配分調整に関する機構が、「不要不急」産業への資金供給の抑制、財政投融資資金の重点的配分などを通じて、第二次合理化のピークと重なった1957-58年の金融引き締め期に鉄鋼業への資金供給を確保する役割を果たした。この時期、国際収支の悪化に対処するため、産業合理化審議会産業資金部会における審議やこれに基づく通産省の行政指導などを通じて全体的な設備資金供給の圧縮が行われる一方、鉄鋼業に対しては海運業とともに、金融機関資金審議会の決定に基づいて、金融債の引き受けを通じた財政投融資資金の投入が実施され、合理化計画の遂行が金融面から支えられた。第二に、日本開発銀行は、直接的な資金供給と単純な民間金融機関に対する誘導効果だけでなく、メインバンクないし世界銀行の融資を誘導することを通じて間接的にも鉄鋼業に対するその他民間金融機関の融資を促進する役割を果たした。間接的な誘導効果は、開銀融資、メインバンク融資、非メイン金融機関融資の3変数VARモデルに基づく因果制テストによって確認された。
