项目摘要

戦災復興計画を戦後都市づくりの出発点とした共通性を持ちながら、その後40年間の都市の発展経緯にな相違がみられる、浜松・豊橋、両市を対象に、「都市計画履歴図」という新たな都市分析手法を用いて、都市の戦後都市計画の展開を検証し、各種の都市計画事業の結果形成された都市空間の特質と計画課題の解試みた。具体的には、両市における既存収集資料の整理、補足資料収集を行い、(1)終戦直後と現在の都市空造の比較、(2)戦後都市計画における計画理念と都市空間構造の時代的変遷、(3)自治体の都市計画行政を中心た都市計画機構の変遷等の項目について検討した。ここでは、地図上に各種の空間整備・空間形成行為を重わせた都市空間の分析図を「都市計画履歴図」として用い、都市計画の歴史的な積み重ねを確認し、さらに整備事業相互の関連を検証するための材料としてのその有効性が確認できた。豊橋市と浜松市の戦後都市計画の最大の相違点は、豊橋市が戦災復興事業を昭和30年にいち早く完了した対して、浜松市は昭和62年まで漸進的に復興事業が継続された点にある。豊橋市では、昭和30年に都心の大が行われ、その当時の骨格が現在の都心地区の骨格となっている。その間の都心部の空間変容は小さく、現なってその再開発が重点課題となっている。それに対して浜松は、戦災復興事業、駅周辺区画整理が現在ま続して、ほぼ10年間隔で拠点的整備が段階的に進められてきた。このような都市計画事業のプロセスの相両市の現在の都心の活力、今日の整備課題と深く結びついていることなどが明かとなった。
