On a enacting process and planning process of city master plan

1.城市总体规划编制的主体是两级规划主管部门之间的关系；2.规划编制过程中存在的一些问题：(1)研究城市总体规划与法定城市规划体系在规划内容上的关系；(2)考察城市总体规划与地级总体规划在有效期上的差异；(3)展示城市参与城市总体规划编制过程的特点。爱知县和神奈川县的许多市都制定了城市总体规划。但两地市在规划过程和规划内容上存在较大差异，有的市具有一定的公民参与优势。对德国、英国和法国的城市总体规划法定体系进行了研究。

1 Main subject for enacting of city master plan is relation between two planning authorities at a regional level.2 There some points of issues about planning process.(1) To study relation between city master plan and statutory city planning system about planning contents.(2) To investigate the differences a term of validity between city master plan and master plan of prefecture.(3) To show caracterristics of citzen participation for planning process of city master plan3 237 municipalities have made city master plans at September of 1997. There are many municipalities of Aichi and Kanagawa prefectures which have made city master plan. But there are large diferences of planning process and plan contents between those municipalities of two prefectures.There are some municipalities which have some strong points of citizen participation. And three types of planning process and citizen participation are investigated.4 The city master plan of statutory city planning system about Germany, United kingdom and France are studied
