1 Main subject for enacting of city master plan is relation between two planning authorities at a regional level.2 There some points of issues about planning process.(1) To study relation between city master plan and statutory city planning system about planning contents.(2) To investigate the differences a term of validity between city master plan and master plan of prefecture.(3) To show caracterristics of citzen participation for planning process of city master plan3 237 municipalities have made city master plans at September of 1997. There are many municipalities of Aichi and Kanagawa prefectures which have made city master plan. But there are large diferences of planning process and plan contents between those municipalities of two prefectures.There are some municipalities which have some strong points of citizen participation. And three types of planning process and citizen participation are investigated.4 The city master plan of statutory city planning system about Germany, United kingdom and France are studied

1城市总体规划编制的主要问题是区域层面上两个规划主管部门之间的关系。2规划过程中存在一些问题。(1)研究城市总体规划与法定城市规划体系在规划内容上的关系。(2)探讨城市总体规划与地级市总体规划在有效期上的差异。(3)为了说明城市总体规划编制过程中公民参与的特点，截至1997年9月，已有237个城市制定了城市总体规划。爱知县和神奈川县的许多市都制定了城市总体规划。但是，两个都道府县的市町村在规划过程和规划内容上存在很大差异，也有一些市町村在公民参与方面具有一定的优势。4、对德国、英国和法国法定城市规划体系中的城市总体规划进行了研究
