鉴于目前需要持续改善现有土地的发展潜力，而国内和国际竞争加剧，城市发展和特定地区的土地管理既需要一致性，也需要长期规划。本研究考虑了大城市核心区和地方城市中心开展“区域管理”的必要性，从组织形式、组织活动和组织活动的财力三个角度探讨了实际发展和监管活动的性质，提出了开展“区域管理”的必要性，并提出了建立共识、获取财力、以及达到研究目的所需要的公平性。本研究分析了私人组织和公私组织的“区域管理”制度，将大城市的核心区和地方城市的城市中心划分为几种类型。

Given the current need for sustained improvements in the development potential of our existing land while domestic and international competition has been intensified, urban development and land management for specific areas require both consistency and long-term planning.The present study considers the need for "Area Management" in the core areas of large cities and city centers of local cities, exploring the nature of actual development and regulatory activity from the three perspectives of form of organizations, activities of organizations, and financial resources for such activities, and suggests the necessity of "Area Management" as well as the issues of consensus building, financial resources acquirement, and fairness that are required to attain the purpose of the study.The study analysis "Area Management" system of private organizations and public-private organizations, classifying several types of both core areas of large cities and city centers of local cities.
