An Economic Study of Characteristics of the International-and National Rice Markets and Policies

由日本政府文部科学省在1995、1996和1997财政年度（资助号07660290）资助的研究项目“国际和国内大米市场和政策特征的经济学研究”的最终报告已发表。我从当前研究项目的研究成果中发表的英文论文，以及从其他研究项目的研究中发表的，但与当前研究项目的研究主题有关的论文，都收录在本卷中。本出版物将向日本和国外的研究人员介绍国际和国内大米市场的单薄、国际大米贸易市场的不确定性和不可靠性等特点，以及亚洲国家大米政策中实现和维持大米自给自足以及稳定国内大米价格和供应的强烈倾向。我认为，这些国际大米市场的特点和亚洲国家的大米政策，这些国家的大米产量约占世界大米总产量的90%，世界饥饿集中在那里，意味着需要对自由贸易的好处进行相当大的修改，这一概念主导了最近的国际农业贸易谈判。

The final report of the research project, "An Economic Study of the Characteristics of the International and National Rice Markets and Policies, " supported by a research grant of the Ministry of Education, Science and Culture of the Japanese government during fiscal years of 1995,1996 and 1997 (Grant Number 07660290) was published. My English Papers published from the research results of the current research project and published from the research of other research projects but related to the research topic of the current research project are compiled in this volume. This publication will inform to the Japanese and foreign researchers such characteristics of the international and national rice markets as thinness, uncertainty and unreliability of the international rice trade market and the strong tendency in the rice policies of Asian countries for attaining and maintaining rice self-sufficiency and stabilization of domestic rice price and supply. I believe that these characteristics of international rice market and of rice policies of Asian countries, who produce about 90% of the world total rice production and where the world starved concentrate, imply the need for considerable modification of the idea of the benefit of free trade that has oriented the recent international agricultural trade negotiations.
