本研究を通じて、以下の諸点が明らかとなった。(1)財政運営に関して自治体間に格差がある。しかし、それが個性ある地域づくりに結びついているとはかならずしもいえない。現行の経済・行政の厚い壁を突破できないでいる。○地総債の扱いを中心に市町村の財政力指数0.45未満の道県間にも差異。○地総債・過疎債等財政運営に関して、同じ山形県内過疎町村間にも差異。○過疎差異・地総債等の積極活用によって、起債制限比率・経常収支比率・義務的経費を低く抑制しながら、歳出学・普建費の拡大を図ること可。△一部町村を除けば財政力の弱い市町村は、取りやすい地総債よりも「補助過疎」優先基本方針。×総合運動公園、文化施設、温泉施設等、類似のハコモノ施設が目立つ。×目に見えた公共施設の改善や人口流出の歯止めは期待できず。(2)経済全体の見地に立った経済対策としての地方単独事業の拡大が、結果として交付税と起債許可という大きな二つの地方制度に見直しを迫りつつある。×設立当初から5年間は差が拡大したが、その後は縮小傾向→事業には一巡の傾向あり。×「やる気の自治体をさらに伸ばす」事態よりも「単なる交付税の先食い」に終わる可能性。△大量発行された地方債の消化と交付税の伸び悩みのために、地総債-地方財政-地方債市場の改革が不可避。
