本研究は、国内外の都市の総合分析を通じ、超高齢社会の都市構造と都市財政にみられた変化一般の確定、コンパクトシティ戦略が生み出した成果と課題の抽出、都市構造集約化状況と不動産取引価格、財産課税の動向の整理、財産課税の多寡の観点からの都市構造集約化のあり方の考察をし、コンパクトシティ化に効果的な土地・家屋等の財産課税や公共交通機関、土地利用規制、住宅コントロールのあり方などを、コンパクトシティ戦略として結論することを目的としている。2022年度は、国内では宮崎市、富山市、国外ではフランスの調査を行った。宮崎市における調査では、中心市街地活性化施策が中心市街地に「賑わい」を生み出しており、中心部へのマンション建設も積極的に行われている実態と、優良な農地と都市との境目の維持の重要性を確認できた。富山市における調査においては、コンパクトシティ施策が必ずしも中心部への人口集積を促しているとはいいがたいという実態を確認できた。その一方で市町村合併により市域が拡大する中でも地道なインフラ整備により「住みよさ」の土台となる都市基盤の充実が図られている実態も明らかとなった。フランスの調査においては、ナント市における人口密度の高まりは、高い出生率とパリなどの大都市からの大幅な社会増を要因としていることが明らかとなった。その反面、人口集積の速度に住宅供給の速度が追い付いていない状況もあり、さらに「気候変動対策・レジリエンス強化法」の制定がこうした状況をさらに強めていくことが予想されることも明らかになった。また、フランスの不動産課税の課税手法の詳細も確認できた結果、上述のような要因により不動産価格が高騰する中においても、不動産税は比較的安定して推移している状況も確認できた。
