二年間に及ぶ国内外の文献・実地調査の結果、日本の地方交付税制度が地域政策に与えてきた影響について、以下の諸点が明らかとなった。1. 地方交付税制度においては、都道府県に関しては地方税収入の0.2分が、また、市町村に関しては、0.25分が自主財源として留保されることになっているが、財政力指数が大きく1を上回らない限り、自主財源率の多寡が当該自治体の地域政策の特性に大きな影響を与えていない。地方交付税の持つ平準化機能が、当初の想定以上に強く作用している可能性が高い。2. 近年、地域総合整備事業債をはじめとする事業費補正のあり方が問われているが、現実問題として、基準財政需要額に占める事業費補正の割合は、定期的な単位費用とともに常に一定の範囲内に収束する傾向を持っている。従って、地総債を代表とする地方単独事業の大きな伸びが、交付税制度のあり方を大きく変化させてきたという主張は正しくない。3. たとえば、近年においては、平成7年度における事業費補正の単位費用化の結果、基準財政需要額に占める事業費補正額の割合は減少している。とりわけ、地総債に相当する事業費補正額が伸び悩んでいる。4. この結果、(1)平成4-6年度の景気対策時に大規模な公共事業を地総債等で実施した団体に関しては、平成7年度以降において従来同様の事業費は補正額の伸びを期待できないこと、(2)また、このために実額償還である過疎債・辺地債と理論償還である地総債との間に交付税措置という点に関して差ができていること、さらに(3)再建団体への転落ぎりぎりの償還計画を立てている団体は、さらに一層厳しい状況に追い込まれつつある。
