地域開発・福祉政策に関して、12政令指定都市と、東京都区部、埼玉県大宮市・浦和市・川口市などを比較分析した結果、次の各点が明らかとなった。(1)政令指定都市、通常の道府県と市町村、東京都と区部、といった行政組織の違いに伴う、大きな政策内容上の差異は見られない。(2)また、相対的に地方分権が進んでいると考えられる(相対的に多くの権限と財源が与えられている)政令指定都市間にも、大きな政策内容上の違いが見られない。(1)(2)の点はいずれも、現行の政策内容が中央レベルで強く統括されていることの現れであり、またそれは、一般市民から現行の地方分権論が行政組織内部の権限争いであるという低い関心しか集められないでいる理由でもある。しかし、行政組織の相違や政令指定都市間の政策内容上の相違が見られるのも事実であり、(3)皮肉にも分権の対象とされがちな、行政規模の大きい東京都区部と横浜市に先進的な施策が比較的多く見られる。(4)当初から政令指定都市であった横浜市・名古屋市・京都市・大阪市・神戸市の間に、それ以後漸次昇格した政令指定都市間よりも多くの政策内容上の相違点を見いだしうる。さらに、(5)福祉政策よりも地域開発のあり方に関して、自治体間の差異が大きく、そして(6)特に、高度成長期から積極的に地域開発を進めてきた自治体(都市経営を進めてきた自治体)と、そうではない自治体との間の差がさらに開きつつある、というのも事実である。こうした事実は、中央官庁による厳しい縛りのもとにありながら、地域間格差の拡大という形で徐々に各自治体の個性が現れつつあることを示している。
