项目摘要

1.戦後農業問題の構造および農民的利害の政治・行政への媒介過程ないしはそれらの変容に関する研究を、山形県庄内地方を対象として進め、『地域における戦時と戦後』第4章として公表した。比較的大規模な農民経営が分厚く存在する庄内では、戦前戦後を通じて産業組合(農協)運動および農民運動の諸潮流が競合的に展開し続ける。しばしば戦後保守政治の基盤とされる農協や、地域振興要求の政治・行政過程への媒介活動も、一九五〇年代に至るまで、自立的な多数の農民の経営的発展への要求を充分に把握することがなかった。なお今後は、これら豊かな農民経営の存在と庄内に特有の農村過剰人口の処理機構の関連について研究を進めたい。2.福島県信達地方を対象とする農業問題と農協の研究に着手した。昭和恐慌前後を境に養蚕から果樹生産へと力点の移行するこの地域では、果樹生産指導と流通をめぐる専門農協。総合農協、商系資本三者の相克が問題の焦点になると考えて史料の収集に努めた。分析結果は一九九七年度刊行予定の『桑折町史』などに公表の予定である。この他、埼玉県埼葛地方、茨城県常東地方に関する文献収集も行った。3.戦後農業問題の構造を大枠から規定したと考えられる戦後農業政策について、当初の予定を多少変更してその決定過程をめぐる史料収集と分析に多くの力を注いだ。特に『経済安定本部戦後経済政策資料』農林・水産・食糧編の「解題」において、食糧配給における労務加配制度が占領期の傾斜生産方式を労務面から支えた点について、また系統農協と商系資本との商権争奪の焦点となった肥料の生産保護政策をめぐる諸利害の対抗について、これまで未公表の史料をもとにいくつかの指摘を行ったほか、『NIRA政策研究』誌上に戦後改革期の農業問題の焦点の推移と農協による農民的利害の媒介機能の成立過程について、若干の論点を提示した。
