本研究の目的は、戦後日本に形成された農業分野における政官業の関係性と、その変化の理由、経済発展などの影響を解明することにある。農政トライアングルの構造と、その変化に注目することで、より一般的な、戦後日本の統治構造の析出を目指した。今年度も昨年度に引き続き、理論枠組みの構築とともに、研究成果をアウトプットすることに努めた。とくに、昨年度より継続中の、選挙制度が外交政策に与える影響を分析した論稿を進展させることに集中した。本論稿は日本の農業政策を事例としており、この研究を進めることにより、本研究の主要な部分の一つを占める90年代以降の農政トライアングルの在り方について、立体的な分析を行うことが可能になり、成果を得ることができると考えた。本論稿に関し, 昨年度より有権者の投票行動に関するデータの渉猟、それらの整理・分析を進めた。今年度は、以下の3点について進展を見た。(1)一票の格差を中心とする、選挙制度の変更とそれに付随する影響に関するデータの整理(2)農業者の地理的に不均一な分布に関するデータの整理(3)農業関連の貿易政策に対する世論調査データの整理である。これらのデータを基に分析を行い、選挙制度改革による定数不均衡の是正と、その前後の日本の外交政策の継続を確認した。この成果は、近日中に投稿予定である。また、本研究に必要な理論的検討のために、比較政治としての日本研究の観点から指導を受けることを目的として、期間内の約2か月にわたり在外研究を行った。
